1. Who we are

This Privacy Policy describes how Friends of LaToya Nkongolo (“we,” “us,” or “our”) collects, uses, shares, and protects personal information in connection with our website at https://www.latoya4maryland.com/ and related online forms, emails, text messages, events, volunteer tools, and donation pages (collectively, the “Site”).

We are a candidate campaign committee organized under Maryland law supporting LaToya Nkongolo. Our mailing address is PO Box 1531, Severna Park, MD 21146. Contact: latoya4maryland@gmail.com or (443) 529-8914.

Campaign material on this Site includes the authority line required by Maryland Election Law Article §13-401 and COMAR 33.13.07: “Paid for by Friends of LaToya Nkongolo, Janelle Williams, Treasurer.”

2. Scope

This Policy applies to information we collect:

On the Site, including donation, volunteer, petition, newsletter, contact, and event-RSVP forms;
By email, SMS/MMS, phone, mail, and in-person at events;
From public records, voter files, and vendors we lawfully engage; and
Automatically through cookies, pixels, and similar technologies.

This Policy does not apply to third-party websites we link to (payment processors, social networks, petition platforms). Those sites have their own policies.

3. Information we collect

3.1 Information you give us

Identifiers and contact data: name, email, postal address, phone number, and similar details.
Donation data: amount, date, method, employer, occupation, and other fields required for federal or Maryland campaign-finance reporting. We do not store full payment-card numbers; our payment processor does.
Volunteer and event data: availability, skills, shirt size, emergency contact if you provide it.
Communications: messages you send us, survey answers, petition signatures, comments.
Employment or intern applications, if you apply.
SMS opt-in records: the phone number you submitted and the date/method of consent.

3.2 Information we collect automatically

Device and log data: IP address, browser type, operating system, referring URL, pages viewed, timestamps.
Cookies, pixels, and similar tools used for site function, analytics, and (if enabled) advertising measurement.
Approximate location derived from IP address.

3.3 Information from other sources

Public voter-registration files and other public records.
Data cooperatives, list vendors, and political-data providers, where lawful.
Social platforms, if you interact with our pages or ads there.
Joint fundraising or coalition partners, if you donated or signed up through a shared effort.

4. How we use information

We use personal information to:

Operate the Site and respond to you;
Process donations and comply with FEC, IRS, and Maryland State Board of Elections recordkeeping and reporting rules;
Send campaign, issue, and event updates by email, mail, phone, or text if you opted in;
Recruit and coordinate volunteers;
Measure and improve outreach (including A/B tests and analytics);
Serve or measure political advertising, including on third-party platforms;
Protect the Site against fraud, abuse, and security incidents; and
Comply with law, respond to lawful requests, and defend our legal rights.

We do not use information collected on this Site for unrelated commercial product marketing.

5. Political and campaign-finance disclosures

Federal and Maryland campaign-finance law require us to collect, retain, and in many cases publicly report certain donor information (for example, name, address, occupation, employer, and contribution amount) on reports filed with the FEC and/or the Maryland State Board of Elections. Those reports are public records. We will disclose contributor information as required by law even if you later ask us to delete other data.

If we solicit contributions, the Site will include any legally required “paid for by” disclaimer and a statement that contributions are not tax-deductible.

6. Text messages (SMS / MMS) and 10DLC

If you opt in to texts, Friends of LaToya Nkongolo will send campaign updates and/or donation solicitations, which may include automated text messages, to the mobile number you provided. Message frequency varies. Message and data rates may apply. Consent to text is not a condition of donating or volunteering.

Reply STOP to cancel. Reply HELP for help. You may also email latoya4maryland@gmail.com or call (443) 529-8914. We will not sell, rent, or share your SMS opt-in data, consent, or related mobile information with third parties or affiliates for their own marketing. Vendors who only transmit messages on our behalf are not a sale or sharing for marketing.

How you opt in. On phone-number forms, an optional checkbox (unchecked by default) appears above the submit button. Checking the box is the call to action. The opt-in language on the form is:

“By providing your phone number, you are consenting to receive text message updates, including automated text messages, and/or donation solicitations from Friends of LaToya Nkongolo at that number. Message & Data rates may apply, and message frequency may vary. Reply STOP to opt out. Reply HELP for help.”

That checkbox is not pre-checked. The same disclosure, or a clear link to this Privacy Policy, appears on any landing page that collects a mobile number for texts.

Help and opt-out are honored promptly. After STOP we will send a one-time confirmation and will not text that number again unless you re-opt in.

7. Cookies, analytics, and ads

We may use first-party cookies and third-party tools such as Anedot (donations) and any analytics or advertising tools we enable on the Site to understand traffic and measure ads. You can control cookies in your browser. Blocking cookies may break parts of the Site (for example, donation forms).

Donations are processed at Anedot, which has its own privacy policy.

8. How we share information

We do not sell personal information for money in the ordinary commercial sense. We may share information with:

Service providers under contract: hosting, email/SMS vendors, payment processors, CRMs, analytics, printers, and consultants who process data only for us;
Affiliated committees, joint fundraising committees, party committees, or issue coalitions, consistent with campaign-finance law and the purpose for which you gave the data;
Regulators and the public, as required on campaign-finance reports;
Successors, if the committee merges, terminates, or transfers assets as permitted by law; and
Authorities when required by subpoena, court order, or applicable law, or to protect rights, safety, or the integrity of an election process.

We do not sell or rent SMS opt-in data.

9. Retention

We keep information as long as needed for the purposes above, including mandatory campaign-finance retention periods (often several years after the relevant election or the life of the committee). Public reports remain public even after we delete internal copies we are no longer required to keep.

10. Security

We use reasonable administrative, technical, and physical safeguards. No website or transmission is completely secure. Do not send Social Security numbers or unnecessary sensitive data through general contact forms.

11. Children

The Site is not directed to children under 13, and we do not knowingly collect personal information from them. If you believe we have, contact us and we will delete it except where law requires retention.

12. Your choices and state privacy rights

You may unsubscribe from email using the link in each message, and from texts by replying STOP. You may request access to or correction of information we hold, or ask us to limit certain uses, by emailing latoya4maryland@gmail.com.

Some state privacy laws (including California’s CCPA/CPRA and, where applicable, the Maryland Online Data Privacy Act) contain exemptions or limited application for political organizations, nonprofit activity, and data that must be disclosed under campaign-finance law. Where a law does apply to us, we will honor verifiable consumer requests as required. We will not delete information we are legally required to retain or that already appears on a public campaign-finance report.

We do not “sell” personal information for monetary consideration as that term is commonly used. If a state law treats sharing for cross-context behavioral advertising as a “sale” or “share,” and we engage in that activity, we will provide a “Do Not Sell or Share My Personal Information” link and honor browser opt-out signals where required.

13. International visitors

The Site is intended for a U.S. audience. If you access it from elsewhere, you understand that your information will be processed in the United States, where protections may differ from those in your country.

14. Changes

We may update this Policy. The “Last Updated” date will change, and material changes will be posted on this page. Continued use of the Site after the update means you accept the revised Policy.
